Harleen Kaur

Overview

Harleen Kaur is a member of Goldberg Kohn’s Litigation Group and Of Counsel with the firm. She represents clients across a variety of industries in complex commercial litigation, involving fraud, breach of contract, False Claims Act, intellectual property, and banking and finance matters. She engages in all aspects of dispute resolution, including mediations, arbitrations, trials, and appeals in federal and state courts.

As a member of the firm’s False Claims Act team, Harleen represents whistleblowers of all kinds in investigating, evaluating, and filing actions against persons or entities that defraud the U.S. government, state government, or other public and private entities. Recently, she was a member of the team that represented the relator in a False Claims Act case before the U.S. Supreme Court, where the Court unanimously ruled that telecoms participating in the federal E-Rate program supporting school and library connectivity can be sued for excess payouts under the False Claims Act because the subsidy’s funds are provided through the U.S. Treasury.

Having spent significant time representing both plaintiffs and defendants in complex commercial cases, she has a unique ability to analyze and assess each side's position in a nuanced, comprehensive way and to craft adept legal strategies.

Professional Background

Harleen received her law degree from Loyola Law School, Los Angeles, where she served as the Chief Articles Editor of the Loyola of Los Angeles Law Review and was named to the Order of the Coif. She received her B.S., summa cum laude, from the Barrett Honors College and W.P. Carey School of Business at Arizona State University, majoring in marketing.

Prior to joining Goldberg Kohn, Harleen practiced in the Los Angeles offices of Nossaman LLP and Skadden, Arps, Slate, Meagher & Flom LLP, where she represented both private and public entities in complex commercial disputes. She has served as a law clerk to the Hon. Ferdinand F. Fernandez and as a judicial extern to the Hon. Kim M. Wardlaw, both of the U.S. Court of Appeals for the Ninth Circuit.
